EVALUATION PROPOSAL (Cont.)

METHODS OF INQUIRY

The methods of inquiry in this descriptive/evaluative case study will be primarily qualitative. The starting point would be the strategic implementation plan created by the pilot team at the summer conference. A timeline and agenda for all participants has been outlined in the Targeted Instructional Grant which ends in June 2000.

Perceptions of the members of the pilot team, students, parents, administrators, roll-out teachers, members of the board of education, staff members not participating in the project, on-line consultants, technology advisors, participating staff development specialists, staff from Niagara and St. Lawrence Universities and members of the State Education Department would inform the data. The focus will be on process.

The researcher will be the primary instrument for data collection and analysis. I will spend two days each week across the 2000-2001 school year in the Lisbon School district. Qualitative interviews, surveys, focus groups, reflective journals, observation, assessment data and videotapes will be among the research instruments.

THREE YEAR STUDY OF STUDENT ACHIEVEMENT

In addition to this case study of the replication process, I will begin a three year, longitudinal study of student achievement in learner centered classrooms at Lisbon Central School beginning with the 2000-2001 school year. In September and October a strategic evaluation plan will be designed in conjunction with Lisbon Central School staff and administration. Specific state and local tests will be selected for the evaluation, and student groups will be identified as participants in the study. The goals of the study will be included in the strategic plan.
