·  The applicant agency will control funds to be used for activities and items as outlined in the
   approved application. Title to materials and equipment obtained with these funds will be
   retained with the applicant agency.

·  The applicant agency will maintain records for three plus one years after the completion of the
   project.

·  The applicant agency assures that steps have been taken to ensure: equitable access to, and equitable participation in, the project or activity to be conducted, by addressing the special needs of students, teachers and other program beneficiaries in order to overcome barriers to equitable participation, including barriers based on gender, race, color, national origin, disability, and age; and compliance with civil rights and nondiscrimination requirement provisions and equal opportunities to participate for all eligible students, teachers, and other program beneficiaries.
